ESHS Contracted Demolition
The Ministry of Education and Culture is making progress on rebuilding schools, with significant support from external grants and in-kind assistance to rebuild specific schools. The single high school on Tortola, Elmore Stoutt High School (ESHS), suffered massive damage during the disaster, with most of the school needing to be demolished before any rebuild can be considered. The Ministry intends to review the options for high school arrangements on Tortola, and once the policy decision has been made on the selected option planning of the building of high school facilities on Tortola can commence.
The demolition of the buildings at the Elmore Stoutt High School can proceed, in parallel with the Ministry reviewing the long-term plans for rebuilding the high school network on Tortola. As the future high school plan will not directly impact on the need to remove the debris from this location. The design of the detailed scoping for this project will need to take account of the fact that the repair to the L-shaped building at this site will proceed in parallel to the demolition of other buildings. The demolition will need to be organised to have minimal impact on the rebuild of the only standing building at this site. The RDA will work with the Ministry to agree on the detailed Terms of Reference for the technical assistance that will assist the Ministry to plan for the development of school facilities, including reviewing the options of rebuilding one high school on Tortola or building two separate high schools (one in the east and one in west).
