The RDA Law stipulates that the RDA mandate is made up of three main components:
Delivery of RRDP
We will deliver the programmes and projects set out in the revised Recovery to Development
Plan. This will be done through:
- Effective good governance of the RDA;
- Careful management and development of our staff;
- Efficient business process within a culture of continuous improvement;
- Transparent and efficient procurement demonstrating Value for Money (VFM) in accordance with international best practice;
Fundraising
We will raise external funding to complement Government funding for the projects delivered by the RDA.
Capacity Building
We will build the capacity of Virgin Island contractors, government officials, communities and staff seconded to the RDA. Capacity building is an integral element of all RDA business activities. The RDA has undertaken numerous capacity building events in 2019 and 2020. These activities will be expanded during 2021.
The RDA will implement its mandate using the shared understanding of Building BVI Stronger, Smarter, Greener, Better.
Stronger
Increasing the strength of the BVI will be fundamental to meeting the challenges of the future. A more resilient BVI capable of standing up to the challenges of the future should be key to how the BVI builds back stronger. Capacity building will be critical to building back stronger.
Smarter
A smarter BVI will be characterised by using resources – people and technology – wisely to deliver the best services across the region. This will require the restructuring of process and structures to deliver significant change.
Greener
A greener BVI is one that is resource-efficient, maximising the benefit from the earth’s limited resources. In order to remain one of ‘natures little secrets’, it is imperative that the environment that makes the BVI so unique is maintained. The BVI has and will rebuild a greener BVI that is the exemplar across the region for sustainable redevelopment.
Better
Effective delivery of services and products across the public and private sector through investment in modern, up-to-date processes and procedures will be delivered by an effectively trained and developed workforce. The biggest asset is the BVI people; they are the foundation that a better BVI is built upon.
Investment in our people through continual professional development and providing the right balance between responsibility and freedom, empowering them through a management and leadership structure which supports and mentors’ individuals throughout their working life, is crucial.
