Background:
The Government of the Virgin Islands is undertaking a strategic initiative to enhance its national security, border management, and immigration enforcement capabilities through the development of a modern, compliant, and purpose‑built Immigration Detention Centre. This facility will serve as a critical component of the Territory’s immigration infrastructure, providing a secure, humane, and well‑regulated environment for the temporary accommodation of individuals detained under immigration legislation.
The new facility is intended to replace existing temporary arrangements with a purpose‑designed complex that meets international standards for safety, security, human rights, and operational efficiency. The project reflects the Government’s commitment to ensuring that all immigration‑related detention is carried out in a manner that is lawful, dignified, and aligned with global best practices.
To achieve this objective, the Government through the RDA, seeks to prequalify experienced and capable contractors with a proven track record in delivering secure facilities, institutional buildings, or other complex construction projects. Only contractors demonstrating the necessary technical expertise, financial capacity, personnel resources, and performance history will be selected and invited to participate in the subsequent tender process.
The Procurement Method will be conducted through the International Competitive Bidding (ICB) process.

Tenderers will be required to provide proof that the company is in good standing with respect to taxes, Social Security and National Health Insurance contributions, company registration and/or payments due to the Government of the Virgin Islands.
