REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)
The Immigration Department contributes to the security of the BVI by operating a fair but firm immigration control system that regulates and facilitates the movement of people through BVI borders while exercising sound judgement in the performance of duties.
The Government’s Immigration Department envisions a state-of-the-art facility that transcends conventional standards for detention centers, reflecting a progressive approach to immigration management and human rights. This modern facility aims to provide an environment that prioritizes both security and dignity for individuals in custody, ensuring that their basic needs are met while also aligning with international standards for humane treatment.
The Virgin Islands Recovery and Development Agency now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services. Consultant will be selected in accordance with the “Quality and Cost Based Selection (QCBS) method.
In the assessment of submissions, consideration will be given to (i) technical competence (ii) qualifications and experience (iii) local and regional experience on similar assignments and (iv) financial capability. Only the first fifteen (15) pages of submissions received in response to this REOI will be taken into consideration for assessment purposes. Therefore, applicants shall ensure that their relevant qualifications and experience are clearly outlined there.
All information must be submitted in English. Further information, including a copy of the Terms of Reference may be obtained from the address below between 9:00 A.M. and 4:00 P.M. Monday to Friday.
Electronic copies of the Expressions of Interest must be received at the first address below no later than 4:00 P.M. (Local time) on the 31st January 2025. The email containing each submission should not exceed ten megabytes (10 MB) and must include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services for the Design and Construction Management of the Immigration Detention Centre, BVI”.
Following the assessment of submissions, the short-list of applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The Virgin Islands Recovery and Development Agency reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
