The Virgin Islands Recovery and Development Agency, the Executing Agency, now wishes to procure consultancy services for the Design Engineering and Construction Management of the Road Infrastructure Network in the British Virgin Islands.
The main objective of this consulting assignment is to provide engineering and contract management services to deliver roads that are more capable of withstanding the debilitating impacts of climate change, as well as support a growing economy and population. Nine (9) main sections of road have been identified as priorities for works and the RDA intends to select four (4) consulting firms for the design and construction management of two or three roads each. The consultants will be responsible for engaging stakeholders through all phases of the Project, leading the planning and development phases, and producing preliminary and final designs required for the construction of this Roads Project. The consulting assignment also includes assistance during the tendering and award of the construction works, and the construction supervision and contract management during implementation of the works. The duration of the assignment is expected to be for a period of 12-24 months for each of the four sets of roads.
The Virgin Islands Recovery and Development Agency now invites interested consulting firms to submit Expressions of Interest for the provision of these consultancy services.
In the assessment of submissions, consideration will be given to (i) technical competence (ii) qualifications and experience (iii) local and regional experience on similar assignments (iv) financial capability and existing commitments. Key Experts will not be evaluated at the shortlisting stage. Only the first fifteen (15) pages of submissions received in response to this REOI will be taken into consideration for assessment purposes. Therefore, applicants should ensure that their relevant qualifications and experience are clearly outlined there. The submission page limitation will not encompass any individual expert bio data included in the submission.

Electronic copies of the Expressions of Interest must be received at the first address below no later than 4:00 P.M. (Local time) on Friday 29th November 2024. The email containing each submission should not exceed ten megabytes (10 MB) and must include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services for Design and Construction Management of the Road Infrastructure Network in the BVI”
Following the assessment of submissions, a short-list of applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignments. The Virgin Islands Recovery and Development Agency r eserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
