Demolition Works at the temporary Elmore Stoutt High School campus, located in the old CTL Building, were fully completed in eight days.
Project Manager for the Recovery and Development Agency (RDA) Lashauna Marshall commended the collaborative approach between the Ministry of Education, the RDA and the Elmore Stoutt High School (ESHS) for working seamlessly to execute this project.
The project manager also acknowledged the commitment and dedication from first-time contractor with the RDA, Construction & Engineering Systems (BVI) Ltd., who went above and beyond to ensure the project was completed ahead of schedule and at a high quality.
Marshall said, “It was a team effort that contributed to the success of this project and I commend all stakeholders who understood the mandate to ensure the facility was restored to its original design.”
She added, “The building facilitated learning instruction for the senior students at the Elmore Stoutt High School at a critical time. That purpose has been fulfilled and this now culminates the end of this chapter in the Territory’s history.”
Construction & Engineering Systems (BVI) Ltd returned the Old Clarence Thomas Building to its original configuration and removed thirty-five (35) classrooms, a teacher’s lounge, an administrative area, a conference room, a radio station, and the Principal’s Office inclusive of a waiting area and kitchenette.
Works also included the removal of lights and power outlets, the removal of doors and framing, the removal of acoustic ceilings, emergency lights and signage, the data network and the dismantling and removal of partitions.
Equipment and existing infrastructure inclusive of school furniture were removed from the building and packaged and stored for future use by the Ministry of Education and Culture.
The contract for the demolition works was signed on Monday, 3rd October and a walk-through with the landowner and subsequent approval was granted on Tuesday, 11 October, 2022.
The Recovery and Development Agency is responsible for implementing the Government of the Virgin Islands Recovery and Development Plan within well-defined systems of transparency and accountability and in keeping with international best practice standards
