Background:
The Government of the Virgin Islands requires a contractor for the purpose of constructing the new Agricultural Complex at the Paraquita Bay Agriculture Department compound. The initiative seeks to harness the latest advancements in agricultural and aquacultural techniques, aiming to significantly increase productivity, sustainability, and environmental stewardship within the Paraquita Bay area and beyond. This comprehensive project is rooted in a deep commitment to not only preserving but also enriching the biodiversity that underpins the health of our land and sea. It recognises the intricate balance required to foster an environment where both traditional practices and modern innovations coalesce, ensuring the long-term viability and growth of the agriculture and fisheries sectors.
Central to this endeavour is the development of state-of-the-art infrastructure and facilities, including modernised irrigation systems, sustainable aquaculture farms, and enhanced processing and distribution centres. These advancements are designed to mitigate the impacts of climate change, address water scarcity, and improve market access for local producers, thereby securing food sovereignty and elevating the British Virgin Islands’ status as a leader in sustainable agricultural and fisheries practices.
To achieve this objective, the Government, through the RDA, seeks to prequalify experienced and capable contractors with a proven track record in delivering secure facilities, institutional buildings, or other complex construction projects. Only contractors demonstrating the necessary technical expertise, financial capacity, personnel resources, and performance history will be selected and invited to participate in the subsequent tender process.
The Procurement Method will be conducted through the International Competitive Bidding (ICB) process.

Tenderers will be required to provide proof that the company is in good standing with respect to taxes, Social Security and National Health Insurance contributions, company registration and/or payments due to the Government of the Virgin Islands.
