OVERVIEW
The Paraquita Bay area, celebrated for its fertile lands and abundant waters, has historically served as a cornerstone for the British Virgin Islands’ agricultural and fisheries sectors. However, the journey through time has brought to the forefront the pressing challenges of modernization, environmental sustainability, and the need for innovation in traditional practices. Acknowledging these challenges, and in a bid to safeguard and enhance this vital sector, a visionary project has been conceived to propel the agriculture and fisheries sectors into a new era of prosperity and resilience.
Central to this endeavour is the development of state-of-the-art infrastructure – An Agricultural and Fisheries Complex – and facilities, including modernized irrigation systems, sustainable aquaculture farms, and enhanced processing and distribution centres. These advancements are designed to mitigate the impacts of climate change, address water scarcity, and improve market access for local producers, thereby securing food sovereignty and elevating the British Virgin Islands’ status as a leader in sustainable agricultural and fisheries practices.
DESIGN OBJECTIVES
- Functionality and Flexibility: The design must accommodate a diverse range of functions including administrative offices.
- Sustainability and Resilience: Proposals should prioritize eco-friendly materials and technologies to minimize environmental impact.
- Integration and Community: The complex should harmonize with the neighboring Hamilton Lavity Stoutt Community College and local water & sewage facilities, enhancing the area’s educational and environmental infrastructure. The facility must also serve as a training ground for local students and inmates, fostering community involvement and development.
- Regulatory Compliance: The design must comply with all local and international standards applicable to agriculture and fisheries operations, including health and safety regulations, animal welfare standards, and environmental protections.
REQUEST FOR EXPRESSIONS OF INTEREST
The Virgin Islands Recovery and Development Agency now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The consulting firm should have the following minimum key skills on their team to meet the requirements:
- Team Leader
- Lead Engineer (Structural/Civil Construction Engineer)
- Lead Architect
- Construction Supervisor
Consultant will be selected in accordance with the “Quality and Cost Based Selection (QCBS) method.
In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability, and existing commitments. Only the first fifteen (15) pages of submissions received in response to this REOI will be taken into consideration for assessment purposes. Therefore, applicants shall ensure that their relevant qualifications and experience are clearly outlined there.
All information must be submitted in English. Further information, including a copy of the Terms of Reference may be obtained from the address below between 9:00 A.M. and 4:00 P.M. Monday to Friday. Electronic copies of the Expressions of Interest must be received at the first address below no later than 4:00 P.M. (Local time) on the 8th April 2024.
The email containing each submission should not exceed ten megabytes (10 MB) and must include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy services for the Design and Construction Management of the Agriculture and Fisheries Complex, BVI”.
Following the assessment of submissions, a short-list of not less than three (3) and not more than six (6) applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment.
The Virgin Islands Recovery and Development Agency reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
