The Virgin Islands Recovery and Development Agency (RDA) is pleased to announce the appointment of Mrs. Shaina M. Smith-Archer as the Director of Programme Delivery.
Mrs. Smith-Archer’s appointment took effect on 10th June, 2024, which effectively adds over 20 years of expertise in project management and engineering to the Programme Delivery Unit.
As the Director of Programme Delivery, Mrs. Smith-Archer holds the mandate to proactively lead and coordinate the direction of the RDA’s delivery programme and oversee contract and project management. The director manages the RDA’s project portfolio, while leading the programme delivery team, managing and maintaining relationships with stakeholders and ensuring the efficient delivery of projects.
In welcoming the new director to the team, Chief Executive Officer at the RDA Mr. Anthony McMaster said, “Mrs. Smith-Archer’s extensive experience and passion for project management, and by extension, the Virgin Islands, will be invaluable as the RDA strives to advance its mission and impact.”
CEO McMaster also said he is certain that Mrs. Smith- Archer will be a valuable asset to the agency and looks forward to her future success.
The Director of Programme Delivery is also responsible for ensuring the management of projects is done in accordance with all relevant protocols and procedures with respect to work planning, contract administration, procurement, budgeting, and reporting.
Mrs. Smith-Archer holds a Project Management Professional (PMP) Certification from the US-based Project Management Institute and a Construction Project Management Certification from the Royal Institute of Chartered Surveyors (RICS) in London.
Her qualifications also include a Master of Science in Industrial Engineering and Management Systems and a Bachelor of Science in Electrical Engineering, both from the University of Central Florida.
Mrs. Smith-Archer has pursued an illustrious public service career and executed a myriad of projects as the Manager of the Project Support Services Unit in the Ministry of Finance and while serving as Project Engineer for the Peebles Hospital Project and in both the Ministry of Finance and the Ministry of Health and Social Development.
The appointment of the Director of Delivery is in line with the Virgin Islands Recovery and Development Agency’s overarching goal to deliver on its three-pronged mandate to execute recovery projects, build capacity and foster philanthropy.
