
Policy Monitoring and Evaluation Specialist
Marvin Lionel Hutchinson is the Policy Monitoring and Evaluation Specialist at the Virgin Islands Recovery and Development Agency. He is an economist, data analyst, and policy advisor with over a decade of experience in economic research, monitoring and evaluation (M&E), and strategic project planning across the public sector and international development agencies. He brings a proven track record in conducting economic and financial analyses and translating complex data into actionable policy insights.
Marvin served as the Deputy Chief Economist in Saint Lucia’s Ministry of Finance – Research & Policy Unit, where he led high-level economic research, engaged with senior government officials, and advised on macroeconomic policy. Prior to that appointment, he served as Data and Research Manager at the Performance Management Delivery Unit in the Office of the Prime Minister in St. Lucia.
Internationally, Marvin has consulted for the World Bank, PAHO, and the Inter-American Development Bank, contributing to projects in economic health analysis, private sector development, and survey data quality assurance. His research is published in global forums, including the Pan American Journal of Public Health.
With an MSc in Finance and Business Economics and a BSc in Management with Economics, Marvin combines advanced analytical skills with strategic communication and leadership. Proficient in statistical and data visualization tools, he excels in delivering clear, evidence-based reporting to inform decision-making.
