
Director of Procurement
Jonathan A. Jn. Baptiste is an accomplished development professional with more than 28 years of experience in the development sector, including over 18 years dedicated to advancing excellence in the planning, delivery, and management of the built and natural environments.
As Director of Procurement, he leads the Agency’s procurement function, ensuring the effective delivery of procurement services while promoting transparency, efficiency, and value for money. He plays a key role in advising on procurement best practices, coordinating the Agency’s procurement activities, strengthening organisational capacity, and fostering continuous professional development among staff, consultants, contractors, and service providers. His professional expertise includes construction management, project management, strategic leadership, and organisational development.
Jonathan holds a Bachelor of Science (Hons) in Construction Management from the University of Reading and a Master of Business Administration (MBA) in Strategic Management and Leadership from the University of South Wales. He is an Incorporated Member of the Chartered Institute of Building (CIOB) and is currently a candidate for Fellowship. He also serves as an Adjunct Lecturer with the Chartered Management Institute programme at H. Lavity Stoutt Community College, where he supports the development of current and future leaders.
Beyond his professional responsibilities, Jonathan is a Senior Pastor and mentor whose commitment to service, ethical leadership, and personal development informs his approach to management. A strong advocate for teamwork, continuous improvement, and professional excellence, he inspires others to pursue balanced, purpose-driven careers while contributing meaningfully to the development of the Virgin Islands.
