The Monthly Report for December 2025 contains status updates of projects for the month, as well as news on planning, policy and communication.

Project Update Highlights – December 2025 Monthly Report:
- Halls of Justice: In December, HoJ design reached 95% completion and awaits Building Authority approval. Schedule and budget remain under client review. The DGO has applied for parcel subdivision and requested 2026 funding, but unresolved financing prevents procurement, leaving the Stakeholder Engagement Plan on hold.
- Derelict Vessels: In December, nineteen derelict vessels were removed under the contract that began December 1, following contract and Site Supervisor signings on November 17. A mobilisation meeting confirmed that fiberglass cannot be buried or stored locally, making export the preferred disposal method. The project covers all derelict vessels in Sea Cows Bay Harbour.
- A.O. Shirley Recreation Grounds: In December, the RDA met with the contractor to confirm light‑pole locations. The contractor submitted insurance documents, an updated schedule, and required bonds. Additional site meetings reviewed scope and timelines, and project designs were submitted to Musco for feedback.
- Estate House #2: The User Required Documents was approved on December 12, and tender evaluations for demolition were completed, with letters of intent issued on December 15. Design‑service proposals were due December 18. The project involves demolishing the remaining structure and building a new 2,800‑sq‑ft reinforced concrete facility.
- Omar Hodge Fishers’ Wharf: In December, the RDA held a site visit and bidders’ conference for the Omar Hodge Fishers’ Wharf design consultancy. A prior meeting with the Ports Authority addressed land boundaries. The project, approved in October, includes a T‑dock, fuel depot, fencing, office space, CCTV, ice machine, and vending stalls.
- MENRCC Office Relocation: The challenge from one of the tenderers for the MENRCC Office Relocation project is still outstanding. Challenges must be settled before a contract can be signed. The client secured funding for furniture and provided the list, and the PM has prepared the purchase requisition for procurement.
- Water Optimisation: The Water Optimisation Project reached substantial completion on December 3, with 32 meters installed and converted to gallons per minute. Two Sabbath Hill meters remain defective. CTL provided quotations for Virgin Gorda and Anegada chamber works, and a variation request has been submitted for approval.
- BVI Health Services Authority Infrastructure Improvements: Roof repair works continue, with ManageTECT redesigning the flat roof and tenders underway for guttering and lightning‑protection repairs. Clinic Lobby tender documents are prepared. The O₂ Generator Building is complete and in the defects period. The Generator Connectivity challenge is resolved, with contract signing due January 2026. Outpatient furnishings remain in the 2026 budget request. Updated signage scheduling was shared, and Dental Unit design development is pending.
- Road Town Development Partnership: The proposal deadline for Road Town Master Plan design services was extended to January 6, 2026. A December 2 meeting with the PS and Horticulture Society addressed sidewalk landscaping and tree selection. A bidders’ conference on November 27 drew three firms. Funding constraints persist, and White Cedar trees are proposed for shade.
- Farmers’ Reservoir: On December 5, a meeting was held with the supplier for the strap-on meters to secure the required readings to confirm agreement to proceed. These readings will facilitate finalisation of the reservoir design. The design consultant has submitted preliminary designs and a cost estimate of $1.92 million.
