In September 2025, the RDA continued to work in partnership with Central Government in delivering projects from the Recovery to Development and other Plans. As such, please find attached the Draft September 2025 Monthly Report which details project progress and provides updates on stakeholder engagement, communication, and funding. The Report also has additional sections which place the projects undertaken by the RDA within the broader context of the Recovery to Development, and National Sustainable Development Plans programs, demonstrating progress in implementing overall outcomes.
Project Update Highlights – September 2025 Monthly Report:
- Halls of Justice: The RDA awaits Town and Country Planning approval of submitted designs. DGO is to confirm funding and request parcel subdivision, which TCP says won’t delay planning review. A budget request was submitted to MoF to begin the project in 2026.
- Derelict Vessels: The Board approval for the MoU for vessel removal in Sea Cow’s Bay is pending and expected in October 2025. Contract award is pending finalisation. Interviews for a site supervisor are underway. Environmental concerns halted proposed fiberglass disposal site; alternative local or overseas options are being explored.
- MENRCC Office Relocation: The Ministry of Finance released funds for MENRCC’s relocation to Palm Grove House. Fit-out bids were due 3rd October. Field verification was completed, and Office retrofitting is required. Practical completion is scheduled for 29th January 2026.
- Water Optimisation: The September, the additional meters were ordered with estimated time of delivery by October 2025. Remedial works will coincide with the second installation round. Leak detection training concluded successfully, enhancing local capacity to reduce non-revenue water. The overall completion of this activity is expected by December 2025.
- BVI Health Services Authority Infrastructure Improvements: Three tenders were received for generator connectivity; evaluation is ongoing. Punch list work on the Oxygen Generator Plant continues. Design service procurement and roof repair estimates are in progress. Hospital signage procurement is underway. Updated programme costs require additional funding.
- Road Town Development Partnership: In September, the RDA awaits Central Government’s response on RTDP Terms of Reference. Stakeholder consultations were rescheduled. Preliminary sidewalk designs were discussed. URD submission is pending. A donor webpage is planned, with launch timing to be confirmed by the RTP Board.
- Farmers’ Reservoir: Information gathering by Alvair Limited for the Farmer’s Reservoir design faces delays due to late stakeholder input. Temporary flow meters were installed, and the RDA is drafting an action plan to address meter duplication. Completion is set for October 2026.
