The Monthly Report for March 2026 contains status updates of projects for the month, as well as news on planning, policy and communication.

Project Update Highlights – March 2026 Monthly Report:
- Halls of Justice: The design phase for the Halls of Justice project continues to be at 95% completion, with the project design currently pending formal approval by the Building Authority.
- Immigration Detention Centre: Final architectural drawings remain unapproved. MEP engineering works need extension beyond 20 March 2026 deadline. A detention facility for 50 detainees and 20 officers, targets practical completion in November 2027.
- Derelict Vessels: The vessel Kon Tikki Party Boat was removed, bringing total vessels extracted to 33. The project, started December 2025, involves removing derelict vessels from Sea Cows Bay Harbour. An extension request awaits approval, while separation and shredding of vessels are scheduled in the coming weeks.
- A.O. Shirley Recreation Grounds: Lighting installation progressed, with a MUSCO representative inspecting foundation quality on 9 March. Three of six concrete foundations were completed, while one was halted due to underground services, pending engineering guidance. An inventory revealed missing and damaged materials, and MUSCO will provide a report and replacement cost estimate.
- Estate House #2: The design contract for Estate House #2 was signed and the project formally commenced with a kick-off meeting. Demolition works were completed, with additional cistern demolition instructed pending cost approval. Stakeholder concerns were received and addressed through the RDA’s Grievance Redress System, marking continued project and administrative progress.
- Omar Hodge Fishers’ Wharf: The design contract for the Omar Hodge Fishers’ Wharf was signed, advancing plans to support food security and the Blue Economy. The project will include a T-dock for vessels up to 45 ft, fuel facilities, security features, office space, and fish processing and vending amenities.
- MENRCC Office Relocation: Major construction progress was achieved, including completion of internal demolition, wall framing, and 80% of acoustic ceiling works, placing the project ahead of schedule. Procurement advanced with furniture bids received and under evaluation. Earlier February mobilization activities supported steady March execution and continued project momentum.
- Water Optimisation: The project remained in the close-out phase, with efforts focused on resolving outstanding meter defects before final completion. Diagnostic assessments and remedial recommendations progressed, procurement of a replacement meter continued, and corrective works were being arranged, while the project close-out report advanced toward finalisation.
- BVI Health Services Authority Infrastructure Improvements: In March, several project activities progressed. Design consultancy procurement continued, while the Clinics Lobby tender submissions were received and entered evaluation. For Major Peebles roof repairs, invoice resubmission was requested. Generator connectivity advanced with site setup, completed inductions, and bulk material procurement pending delivery. Building signage works progressed significantly, with revised methodology approved, site preparations completed, and cleaning and removal works commencing. The O2 Generator project remained within its defects liability period.
- Road Town Development Partnership: A major milestone was achieved with the signing of the Road Town Master Plan contract on 24 March. The roundabout conceptual design competition closed on 27 March, receiving 25 submissions. Sidewalk procurement clarifications were resubmitted, and design consultancy submissions for the pedestrian walkway closed on 20 March, advancing the project toward detailed design and coordination.
- Farmers’ Reservoir: Key design progress was achieved with submission of the final project design on 31 March. Florida Aquastore provided final tank designs, including a shut-off valve, on 2 March, which were forwarded for consultant review. Coordination between parties continued, while updated project cost estimates were being prepared to inform the next phase.
