The Monthly Report for May 2026 contains status updates of projects for the month, as well as news on planning, policy and communication.

Project Update Highlights – May 2026 Monthly Report:
- Halls of Justice: The design phase for the Halls of Justice project continues to be at 95% completion, with the project design currently pending formal approval by the Building Authority.
- Immigration Detention Centre: project progress shows some achievements with some delays in approvals and design completion. Final architectural drawings were still pending formal planning approval from TCP. A detention facility for 50 detainees and 20 officers, targets practical completion in November 2027.
- Derelict Vessels: project progressed while awaiting the costing for the disposal options. The shredder is now on site and the contractor resubmitted the cost variation to include shredding and burial of plastic and wood waste. These activities reflect continued advancement in marine cleanup efforts in the Territory.
- A.O. Shirley Recreation Grounds: project activities for installation of lighting continued. However, contract expired in April and required extension. Contractor to confirm extension and submit updated insurance documents.
- Estate House #2: Demolition and design activities on Estate House #2 have progressed steadily, with key targets achieved. The contractor completed demolition works, including approved changes such as cistern removal and rock placement.
- Omar Hodge Fishers’ Wharf: A design consultation was conducted with the fisherfolk attendees. Payment for the Inception Report was approved and made to the design consultant. The project will include a T-dock for vessels up to 45 ft, fuel facilities, security features, office space, and fish processing and vending amenities.
- MENRCC Office Relocation: The MENRCC Office relocation project is progressing steadily, with significant completion achieved in key internal works. Interior wall partition framing has been completed to 100% with first prime coat of paint applied. Prep floor and installation of porcelain tiles-floor completed.
- Water Optimisation: The project remained in the close-out phase, with efforts focused on resolving outstanding meter defects before final completion. Diagnostic assessments and remedial recommendations progressed, procurement of a replacement meter continued, and corrective works were being arranged, while the project close-out report advanced toward finalisation.
- BVI Health Services Authority Infrastructure Improvements: Design Consultancy Services: Procurement underway for renovation design consultants. Roof Repair: Invoice received and paid. Clinics Lobby: Renovation contract signed. O2 Generator Building: Project completed. Generator Connectivity: Disconnection and removal in progress. Outpatient Furnishings: Procurement ongoing, pending funds and final list. Cleaning & Signage: Lobby and Emergency façades completed; South Façade works ongoing.
- Road Town Development Partnership: Project activities continue steadily across workstreams, with steady progress and an approximate completion rate of 22%. Sidewalks improvements: Bid evaluation submitted and compiled by procurement. Pedestrian Walkway: contract signed for design consultancy. Roundabout: Design competition judges submitted scores for successful design. A public campaign for the roundabout design generated 28 submissions, and a seven-member evaluation panel has been established, including representatives from the Ministry, RTP, and private sector. Waterfront Drive: currently on hold.
- Farmers’ Reservoir: Florida Aquastore’s contract expired on 8 May 2026 with a contract addendum to be actioned. The final design report by the consultant was received and a client acceptance meeting is scheduled.
- HLSCC Student Dormitories: progress on the project continued with the draft User Required Document and Terms of Reference completed and submitted to Programme Delivery. The Budget and Schedule were prepared and will be finalised. The Ministry of Education, Youth Affairs and Sports, HLSCC, and the RDA signed an MOU for the design of the HSLCC Dormitories, with the RDA facilitating procurement for design of the dormitories. The RDA has developed the first draft of the business case for the project to assess its viability in the areas of Strategy, Economy, Finance, Commerce, and Management, following the UK’s five case model.
