In October 2025, the RDA continued to work in partnership with Central Government in delivering projects from the Recovery to Development and other plans. As such, please find attached the October 2025 Monthly Report which details project progress and provides updates on stakeholder engagement, communication, and funding. The Report also has additional sections which place the projects undertaken by the RDA within the broader context of the Recovery to Development, and National Sustainable Development Plans programs, demonstrating progress in implementing overall outcomes.
Project Update Highlights – October 2025 Monthly Report:
- Halls of Justice: The design phase for the HoJ project has reached 95% completion and is currently awaiting formal approval from the Planning Authority. The project schedule and budget remain subject to client review and approval.
- Derelict Vessels: The contract for Derelict Vessels was awarded, and the successful tenderer has been notified. The contract signing is scheduled for the third week of November, alongside signing of the MoU and the contract for the Site Supervisor.
- MENRCC Office Relocation: The Ministry of Finance released funds for MENRCC’s relocation to Palm Grove House. Fit-out bids were due 3rd October. Field verification was completed, and Office retrofitting is required. Practical completion is scheduled for 29th January, 2026.
- Water Optimisation: The RDA in October received the additional seven (7) meters required to cover required inflows and outflows at the selected reservoir sites. The contractor has confirmed that remedial works on the Balsam Ghut outlet chamber, meter chambers and antenna housing, and meter conversion from metric to imperial will be conducted during the contractor’s visit for the second round of meter installation.
- BVI Health Services Authority Infrastructure Improvements: The RDA conducted an evaluation of the three bids received in September for the generator connectivity activity, and it awaits approval of contract award from the Board. The Official Commissioning ceremony of the Oxygen Generator Plant was held on 30th October.
- Road Town Development Partnership: The first community stakeholder meeting was held to brief stakeholders on the project scope and timeline. The project schedule was updated to include design services for the Master Plan. An updated project schedule including implementation of the De Castro Street sidewalk is to be submitted to the Chair of the RTP Board.
- Farmers’ Reservoir: A variation request and purchase requisition for the rental cost for five (5) meters was prepared then approved by Client on October 21st and thereafter submitted for procurement processing. Completion is set for October 2026.
