The Monthly Report for November 2025 contains status updates of projects for the month, as well as news on planning, policy and communication.

Project Update Highlights – November 2025 Monthly Report:
- Halls of Justice: The design phase for the HoJ project has reached 95% completion and is currently awaiting formal approval from the Planning Authority. The project schedule and budget remain subject to client review and approval.
- Derelict Vessels: The Derelict Vessels contract was awarded and signed on November 17, with removal works starting December 1, 2025. The Site Supervisor’s contract and orientation were also completed. A November 28 mobilisation meeting confirmed that fiberglass cannot be buried or stored locally; exporting it is the preferred disposal method. The project covers all derelict vessels in Sea Cow’s Bay Harbour.
- A.O. Shirley Recreation Grounds: In November, the contractor submitted the pole foundation design, which was forwarded to Musco for review. Site meetings clarified scope and schedule. A public‑awareness flyer will be issued before lighting installation. The project now has two remaining components: lighting and the pavilion.
- Estate House #2: In November, the User Required Document was submitted to DGO for approval, and a bidders’ conference was held with two firms. Tenders were received and evaluations begun, now under final review. A contract award recommendation is expected in December. The project includes demolition and construction of a new 2,800‑sq‑ft reinforced concrete building.
- MENRCC Office Relocation: A challenge was submitted after the contract award, and Procurement has formally responded, awaiting any further reply before signing can proceed. The client secured funding for furniture and provided the list, and the PM has prepared the purchase requisition for procurement.
- Water Optimisation: Seven additional meters were installed in November, totaling 32, with conversions to gallons per minute and antenna housing completed. Chamber upgrades continue, while new chambers for Virgin Gorda and Anegada await construction. Two Sabbath Hill meters need repair. The system supports consumption monitoring and leak detection.

BVI Health Services Authority Infrastructure Improvements: Roof repair budgeting is underway with a QS estimate. The Clinic Lobby SoW now includes Major Pebbles Wing facade works. A challenge delayed the Generator Connectivity contract signing. Outpatient furnishings are included in the 2026 budget request. Building signage progressed with a November 28 kick‑off. Dental Unit drawings await review pending consultant engagement.
- Road Town Development Partnership: Stakeholder meeting refined the project scope, with feedback shared among the RTP Board and design consultant. PWD submitted drawings, costing, and draft BoQs for sidewalk improvements, which were sent to the client. A bidders’ conference for Master Plan design services was held on November 27 with three firms. Funding constraints persist. The client also proposed planting White Cedar trees for shade.
- Farmers’ Reservoir: Stakeholder meeting reviewed the conceptual design, where the Agriculture Director suggested rerouting the water main along the farmland boundary. Procurement began for five strap‑on meters, and a draft rental agreement was submitted for review.
